Tesla China launched a new quarter-end inventory incentive; it is not a U.S. or Hawaii offer. From September 7 through September 30, 2026, customers in mainland China who both order and take delivery by September 30 receive ¥5,000 off an eligible Model 3 or ¥10,000 off an eligible Model Y. Tesla says the program covers all currently sold trims and eligible new, near-new, display and test-drive inventory, excludes certified used vehicles, can stack with other benefits, and is removed if the order no longer qualifies before delivery. No U.S. offer change was verified since the previous morning update. Tesla still advertises 1.99% APR for up to 72 months on new Model 3 Premium RWD/AWD and Performance, and 1.49% for up to 72 months on eligible Model Y RWD/AWD and Premium trims (3.99% on Performance). Both require excellent credit, at least 5% down plus taxes and fees, and exclude the trims or sales channels named in Tesla’s terms; the programs can change or end at any time. The gas/hybrid trade-in offer still advertises 2,000 free Supercharging miles. NHTSA opened Audit Query AQ26002 into Tesla’s Cybercab certification. The one-page federal notice says Tesla began commercial deployment in Austin on September 3, self-certified the Cybercab as compliant with applicable Federal Motor Vehicle Safety Standards, and plans to expand to more vehicles and locations. NHTSA is examining Tesla’s process and technical data—including whether Tesla treated some standards as inapplicable—and lists an estimated population of 1,000 vehicles. This is an audit, not a recall, violation finding or shutdown order. Owner/buyer impact: the outcome could affect how quickly Cybercab service expands and whether vehicles without conventional controls need design changes or an exemption. - FSD (Supervised) v14.3.9 / software 2026.27.5 has been seen on one Model Y L test-drive vehicle, but a customer rollout is not established. A September 5 Teslascope post relayed a tester’s photo/report, while Not a Tesla App now labels 2026.27.5 an employee release and reproduces release notes for Automatic Collision Evasion and other changes. That is a concrete step beyond Tesla’s prior “starting to roll out shortly” announcement, but tracker data and one test vehicle do not establish public fleet availability, eligibility, regional scope or safety performance. - Offers approaching expiration: Tesla’s new China inventory cash incentives expire September 30 and require both order and delivery by then. Tesla’s U.S. APR and trade-in pages publish no fixed expiration and may change at any time.
- Meaningful inventory discounts: the only newly verified cash markdown is China-only. Tesla’s U.S. inventory page exposes examples and 1.49% APR but did not establish a new Hawaii-specific discount for ZIP 96825.
- Signs a stronger promotion may be approaching: China’s stackable quarter-end cash incentive confirms active inventory clearing there, but it is not evidence that the same program will reach the U.S. No new U.S. zero-down lease, cash rebate, FSD transfer or Hawaii-specific incentive was verified.
- Buy now or wait: wait if the purchase is not urgent. U.S. financing did not improve, Hawaii eligibility remains unverified, and there are more than three weeks left in the quarter for Tesla to adjust inventory pricing. Buy only if the final ZIP 96825 order flow confirms a compelling VIN-specific discount and exact financing terms.
